MBOP Tribal Child Care will request supportive documentation to verify the status of eligibility to ensure compliance.
Due to categorical eligibility, any Indian Child in the Tribe’s service area is eligible to receive services regardless of the family’s income, work, or training status.

Clark County Residency
If the address does not match your identification, provide one of the following:
- Utility bill
- Rental or lease agreement
- Mortgage statement
Children Age Eligibility
- Infancy through 12 years of age
- Birth certificates required for all children
- Alternate documentation may be accepted if unavailable
Children with Special Needs
Services may be provided up to age 18 for children requiring personal care assistance.
Children Under Court Supervision
Services available for youth ages 13–18.
Tribal Verification

- Documentation showing direct descendancy
Financial Requirements
- Assets must be under $1,000,000
- Not receiving childcare assistance from another subsidy agency
Vulnerable Populations
Some families may need to provide additional verification. Certain groups automatically qualify for waived co-pays.
- Families who have experienced homelessness (Co-pay waived)
- Families experiencing addiction
- Families with chronic health conditions (SSDI)
- Families experiencing domestic violence, abuse, or neglect
- Children with special needs (Co-pay waived)
- Children in foster care or court-ordered guardianship (Co-pay waived)
- Teen parents
- Elderly individuals (SSI)
- Low-income families (Co-pay waived)
Employment or Activity Requirement
Applicants who do not fall under vulnerable population categories must be working, attending school, participating in job training, or actively seeking employment.
Families above 85% of the granted median income may still qualify. Placement will be determined using a sliding fee scale and does not affect eligibility.

Eligibility Criteria
Applicants must meet one of the following criteria.
Tribal Membership
The applicant is a member of a federally recognized Native American or Alaska Native tribe, or is eligible for membership in a federally recognized tribe.
Tribal Descendancy
The applicant is a direct descendant of a member of a federally recognized Native American or Alaska Native tribe and can provide documentation verifying direct descendancy.
Children Residing with a Tribal Member or Descendant
Children may qualify if they live in the home of a tribal member or documented descendant of a federally recognized tribe, or if the children themselves are tribal members or descendants.
The child must live with one of the following:
- Parent
- Legal guardian
- Foster parent
- Individual acting in loco parentis
Individuals acting in loco parentis must provide a notarized statement confirming responsibility for the child.
Children who qualify:
- Half-siblings
- Stepchildren
- Children in foster care
Children who do not qualify:
- Children under the care of non-Native roommates of the applicant
Sliding Fee Scale
The Sliding Fee Scale is used along with your total household income to determine your income-based co-payment. This applies to both licensed providers and exempt providers, including Family Care and In-Home Providers.
Co-Payments & Overage Fees
Parents and providers must work together to ensure that co-payments and any overage fees are paid on time.
If a provider’s rates are higher than what MBOP Tribal ChildCare covers, the parent or guardian is responsible for paying the difference. This amount is determined based on household income and the sliding fee scale listed in your 12-Month Certificate.
How Co-Payments Are Calculated
- Co-payments and overages are calculated based on 52 weeks per year
- Parents must pay their portion of the cost
- Proof of payment must be submitted to your assigned TCC Case Manager
Monthly Payment Requirement
- Proof of payment must be submitted by the 1st of each month
- If proof is not submitted, TCC Case Managers may contact the provider
- This may include verifying attendance records, balance statements, or receipts
Vulnerable Population Payment Protection
If you qualify under MBOP’s vulnerable population categories, your child care expenses should not exceed 10–15% of your gross household income.
If co-payments are not made and the outstanding balance exceeds $500.00, families will be required to move to a more affordable child care provider. This policy applies without exceptions.
Sliding Fee Scale – FY2026–2028
The Sliding Fee Scale for Fiscal Years 2026–2028 is used to determine each family’s income-based co-payment amount based on total household income.
This scale applies to both licensed child care providers and exempt providers, including Family Care Providers and In-Home Providers.
